User Story:
As an OpenShift Engineer I want investigate why govc 0.44.1 fails in CI so we can deploy fixes to govc.

Description:
The govc tool version 0.44.1 is causing step check-vcm to fail in vSphere CI jobs. To ensure we can deploy updates to govc, we need to get to the bottom of why this is failing.

Acceptance Criteria:
   - A PR is produced to fix the problem
   - https://quay.io/repository/ocp-splat/govc?tab=tags is updated with version 0.44.1 of govc.
