      User Story:
      As a OpenShift Engineer I want to disable sos report collection on UPI so I can restore the UPI signal.

      Description:

      sosreport collection is resulting in jobs passing, but timing out during collection. since the data hasn't proved to be useful, we'll disable this for now.
