User Story:

As an OpenShift engineer, I want to ensure the reliability of fulfilling leases by stress testing the vSphere capacity manager.

Description:

The vSphere capacity manager is a critical service for fulfilling leases and keeping vSphere CI moving. It relies upon a few reconcilers to manage the state of the various CRDs. A bug was undercovered in the locking(or lack thereof) of the pools resources. The goal of this card is to create a new test which stresses the vcm by requiring it to handle a large volume of leases.

Acceptance Criteria:

• A required test is added which is run as part of presubmit testing
