      User Story:

      As an OpenShift Engineer, I want to enable pull-through cache for UPI jobs so that the network transfer limit is not violated.

      Description:

      OpenShift pulls large and a large number of images which can take a significant amount of bandwidth to download from the internet. This could potentially exceed the network transfer limit set by IBM, causing the network to be restricted.

      Acceptance Criteria:

      • The network transfer limit is not exceeded during CI jobs.
