User Story:

As an OpenShift Engineer, I need a mechanism to check the time spent on closed, estimated user stories, in order to analyze and improve our team's productivity and estimations.

Description:

In this task, we will develop a tool or script that allows us to validate closed user stories and verify if they have recorded time spent. If not, issues will be commented to remind the assignee to update the time spent. The goal is to be able to correlate the actual time spent on each story with the estimated complexity, helping us refine our estimations and improve our team's productivity.
 
Acceptance Criteria:
1. Develop a filter which returns closed stories which do not have a time spent estimate.
2. Remind the assignee if the story does not have time spent
3. Scope to the sprint
4. Send daily summary to team-splat
