User Story

As an OpenShift administrator, I need to apply tags to machines replaced by the CPMS so I can properly account for VMs.

Description

Add tags to the vSphere failure domain topology. The CPMSO uses failure domains from the infrastructure spec to build replacement machines. 

Acceptance Criteria

• API is updated
• Payload tests for the CPMSO are run
• CI job is created to ensure tags are attached to control plane machines when they are replaced by the CPMSO.
