Create automation that installs openshift UPI on Alibaba cloud.

*ACCEPTANCE CRITERIA:*

A script(s) that installs an OpenShift cluster using Alibaba's tools.

*ENGINEERING DETAILS:*

With the upcoming requirements to implement the different parts or pieces of OpenShift in Alibaba we would like to have an automated script that performs the operations required to install a cluster.
