Goal:

• remove the CI profile referencing to the "aws-local-zones", used in the development phase pointing jobs to AWS VMC account. Currently the edge-zones jobs (Local Zones and Wavelength Zones) are using the default AWS Account for CI, and consuming only the quota-slice for 'local-zones' profile to filter supported regions.
• rename the CI quota slice from 'local-zones' to 'edge-zones', keeping only the supported/tested region in US: us-east-1 and us-west-2.
