Update multi vCenter CI jobs to elastic lease

      This task is to track migrating the multi vCenter ci jobs to use the new vsphere-elastic lease pool for its configuration.  There are many examples of this in action already; however, this will be the first to use multiple pools (zonal at the time of creating this task was not complete).
