Description:

Multi-tenant networks are being deployed. At this time, only specific jobs are enabled for multi-tenant networks.  Before we can roll out multi-tenant more widely, the scheduler needs to be updated to fall back to single tenant if there are no multi-tenant networks available.

Acceptance Criteria:

• If no multi-tenant network is available, an available single-tenant network is to be used.
• VCM is updated and deployed.
