Today the release repo does not test installer changes with TechPreview enabled w/ no Failure Domains defined.  There recently was an issue where a new feature (multi vCenter) merged, but no test existed to attempt to test the scenario where this issue occurred.   To help prevent future occurrences of failures related to this configuration, we will create a new job via this task.
