As an OpenShift engineer, I want to support the Alibaba Cloud team to develop the tools that will allow RHCOS to be built as an Alibaba Cloud image.

*DESCRIPTION:*

Develop the tooling that will allow users to build RHCOS images that can be uploaded and booted.

*ACCEPTANCE CRITERIA:*

Image can be uploaded to Alibaba and booted as a VM.

*ENGINEERING DETAILS:*

Alibaba images seem to be already supported by the CoreOS Assembler (search for aliyun). So in theory we should already be able to build (or translate the qcow2 of a build) the boot image, upload it, and boot it as a VM.
