Background

As a followup to OCPCLOUD-1782, we should create an "External" platform type test that is run on OCI infrastructure. There are currently a few platform "None" steps that are associated with AWS and vSphere in the ci-operator, these should be used as reference for building a new test that will deploy OpenShift on OCI using platform "External" as a reference architecture of non-integrated infrastructure.

Steps

• investigate steps using platform type None in "known" providers using UPI-method
• create new steps to deploy a platform External for OCI
• create a new workflow/chain to capture a full test run
• create a new job in ci-operator to run as a periodic test, once a week to begin with
