Story:

As a user, I need to be able to provide a custom MTU to be consumed by the OpenShift Installer so I can change the cluster network MTU on day-0 when installing a cluster in AWS

Acceptance criteria

Installer PR with an option to set the cluster network MTU
e2e periodic lowering the cluster network MTU in install-config.yaml and running regular openshift-e2e suite
