As an OpenShift partner, I want an external platform troubleshooting guide so that I can better understand failures when running the OPCT on my platform.

• start a "Troubleshooting" page in the external platform section of the onboarding docs
• will need to wait for this to merge first, https://github.com/openshift/infrastructure-provider-onboarding-guide/pull/16
• troubleshooting page should initially contain guidance about:
  • storage performance issues related to etcd
  • a note on flakes, what they are, how to spot, what to do
  • how to report bugs in tests, probably by reporting at the source repo as an issue to start
