Problem: 

The Samples operator was deprecated in 4.16. We need to work towards its eventual removal from OCP. To be able to do that, we need make SO optional in OCP first and not rely on it anywhere (be it the testsuite or other components).

Goal:

OCP and openshift/origin testsuite doesn't require Samples Operator be present.
