The number of data connections  (router-data-connection-count) {}in Skupper 2.x is no longer configurable. 

The number of data connections is based on the number of worker threads ( # worker threads / 2 ) and currently defaults to 4 threads and 2 data connections. 

Either provide a configuration for number of worker threads directly, or base the number of worker threads on available CPU cores, which would indirectly configure the number of data connections.
