Run API and impl-base tests in a JRE5 environment

We compile in JDK6 to take advantage of @Override from interface definitions, but pledge JRE5+ runtime requirements. Enforce these by running the testsuite in JRE5 to ensure we don't accidentally leak in any JDK6 classes.
