      Why need this Task?

Tenable is currently downloading files that are not needed in order to check the modification date.

      Description:

The changes.csv file currently only lists the generation date with no indication of when the advisory was modified. This means that Tenable is downloading every file generated in the window it is trying to collect regardless of whether it was actually modified. This is leading to a large number of unnecessary network calls and stress on both Tenable and Redhat's systems. The addition of the modification date to the CSV file, or alternatively creating a new file with the modification date of each advisory, would allow us to limit the number of files we are actually downloading from the system.

      Acceptance Criteria:

A method of determining the modification date of a given CSAF advisory without downloading the given advisory is added.
