Upstream tests depend on a cluster external "node" which we use to perform external calls to validate different networking usecases.

This cluster external node is a container upstream that is attached to the same network that the k8 nodes reside on.

This container usually contains a process that performs tasks of a server.

We want to use the equivalent process or server in the OCP cluster external node.

Figure out how to do this and how it can work with existing code upstream.

Existing code creates the resources as needed and removes them when finished.

Follow the same pattern, if possible.
