Review: [Debugging] OVN IC and tracing

Goal of the card:

1. ensure we get the same tracing experience we have on non-ic clusters - e2e cluster tracing is required even if databases are going to be split.
2. leverage ovnkube-trace? -> automate combining the partial commands that need to be run on each node
