ovn-k network pod annotations are only supposed to be set by the ovn-k master itself, and they are used as a source of truth about the assigned ips. At the same time it is not restricted for users to set these annotations, which is not safe https://issues.redhat.com/browse/OCPBUGSM-46911

Pod network CRD may also be used for other purposes, e.g. consider secondary network enhancement https://github.com/openshift/enhancements/pull/811
