Update the configurations in cluster-node-tuning-operator and in the RH tuned sources (which now contain the openshift (base), openshift-node, and openshift-control-plane profiles used by cluster-node-tuning-operator) with improved tuning based on recent analysis.

This may involve both changing the default profile, and creating one or more additional profiles that some administrators can opt into.
