    Description

      just like we did with 4.7->4.8, we want to have the same pre-submits for the other
      upgrade paths. Currently, they both fail (4.5->4.6, 4.6->4.7) so they have to marked
      optional. hopefully they can be cleaned up eventually and used to gate PRs
