Add spring-cloud-starter-kubernetes-ribbon to the Spring Boot BOM

      The spring-cloud-starter-kubernetes-ribbon is missing from the BOM, so it has to be added with an explicit version when needed. This dependency is key for the onboarding of legacy Netflix OSS microservices in Openshift.
