Add quadlet support to podman-py

• It is possible to do `client.quadlets.<function>` mirroring the API for POST endpoints following the POST /libpod/quadlet documentation https://docs.podman.io/en/latest/_static/api.html?version=latest#tag/quadlets/operation/QuadletInstallLibpod 
• Code is documented
