Vendor the updated TLS library with --tls-details into Podman and implement configuration options for TLS version control.

Scope

• Vendor c/image changes with TLS 1.3/ML-KEM support
• Add --tls-details option everywhere where relevant and implement it everywhere where relevant
• Ensure TLS 1.2 remains the default
• Update documentation for new TLS configuration options
