      Investigate and scope the work required to enable TLS 1.3 with ML-KEM (Post-Quantum Cryptography) support for Podman 5.8 and related container tools.

      Acceptance Criteria

      • Identify library dependencies and changes needed for ML-KEM support
      • Document required changes to c/image
      • Scope effort for vendoring changes into Podman, Skopeo, and Buildah
      • Provide recommendations for implementation approach
