Implement the new command podman machine os upgrade to handle machine OS updates.

This command will provide mechanisms for patch and minor version updates of the machine OS, improving the machine update experience. This is part of the Podman 6 machine improvements as outlined in the Podman 6 HLD.

Acceptance Criteria

This should be filled in by the assignee prior to the card going to code review and preferably earlier.

• [ ] podman machine in band upgrade should work (6.0 to 6.0)
• [ ] podman machine out of band upgrade should work (6.1 client, 6.0 machine)
• [ ] podman machine out of band 6.0 client, 6.1 machine should emit error
• [ ] podman machine upgrade with restart should work
