Use bootc switch command for podman machine os-apply functionality.

Currently, podman machine os-apply uses rpm-ostree to apply OCI images to the machine OS. This story is to transition to using the bootc switch command instead to align with tooling that will be more supported in the future.

Acceptance Criteria

This should be filled in by the assignee prior to the card going to code review and preferably earlier.
