Feature request description

In 5.7 an new Podman Windows installer, supporting user-scope installations, has been introduced. But we are still building and publishing the old one.

This issue is about:

• removinig the legacy installer (the new one will be the only installer in v6.0)
• updating e2e tests (gvproxy is still copied in %PROGRAMFILES%/RedHat and there are some tests that are run against the legacy installer)
• updating the release github actions.
• updating machine-os CI

This is not about running e2e tests as a non administrator, that is tracked in a distinct issue.
