pkg/libartifact is the base library for dealing with OCI artifacts. It was initially written in github.com/containers/podman for convenience, but other projects like CRI-O want to consume the library.

pkg/libartifact provides common functionality needed by multiple container projects, so it should be moved to github.com/containers/container-libs where it can be more easily consumed by other projects that already depend on container-libs.

Acceptance Criteria:

• pkg/libartifact code is moved to container-libs repository
• Podman is updated to import and use libartifact from container-libs
• All existing functionality continues to work as expected
