Podman machine does not currently work on RHEL because the QEMU binaries are stored in a different location. We need to modify Podman to be able to find and execute the qemu binary. We also may need to inject some additional or different command line parameters. This needs to be verified on both RHEL 9 and RHEL 10.

This story involves:

• Updating Podman to be able to find the QEMU binary on RHEL systems
• Handling RHEL-specific QEMU binary locations
• Determining and implementing any required RHEL-specific command line parameters
• Validating functionality on RHEL 9
• Validating functionality on RHEL 10
• Updating documentation
• Adding tests for RHEL 9 and RHEL 10 (not upstream)
