The existing Conmon test suite includes a number of unit tests and some CRI-O based E2E tests. We'd like to make the E2E test suite much more comprehensive. Ideally this would be implemented in BATS so it can be language-independent and potential additions in non-C languages can be tested just as well.

We want these to be largely independent of Podman/CRI-O - a few "smoke tests" using these are acceptable, but core testing should directly call Conmon. As such, we'll need helpers for creating OCI specs, and a bare root filesystem, so we can create containers.
