Currently, we host RHEL maintenance branches of the source tree in the same place as upstream.

This is proving to be problematic in terms of building and testing rpms before a change is merged to the source tree. That's because CentOS Stream spec files can be ahead of RHEL, and RHEL spec files aren't accessible publicly.

Any change going into RHEL also needs to be accompanied by approved Jira issues and that's currently hard to enforce on github.

There might also be other upcoming requirements from prodsec/infosec regarding control of RHEL sources.

This spike card is to evaluate potential candidates for hosting RHEL source git branches.
