We want to make sure that our Contributing docs are high-quality and accessible so that new contributors can begin working on our repos.

We currently have a central guide in c/common that some of our repos link to. Some other repos have their own guides. Some are missing them entirely. This card covers searching all our repos for a contributor's guide and determining whether it is present, if so where it came from, and whether it needs to be updated.
