WSL is currently the odd duck in that it differs from all other providers because it:

1. uses Fedora and not FCOS
2. has a different pipeline for creating the images
3. stores the images in a different location and uses a different protocol/method for pulling it down

This card is to fix #3.  It would include work to add the WSL images to quay.io/podman/machine-os and to switch its acquisition over to use the OCI artifact convention.
