As a podman-machine engineer, I want my windows-specific code changes linted natively, so that consistent code polish is maintained.

Note: For consistency, the install entrypoint should be `winmake`.   The docs suggest that "sh" comes with windows git (already installed) and their `install.sh` may be used on Windows.  This implies maybe podman's `hack/install_golangci.sh` could also be made to function on windows.
