When we originally wrote `podman machine`, every provider was implemented almost entirely separately - including backing configuration files which define individual machine VMs. We now aim to refactor `podman machine` to greatly increase code sharing, including sharing configuration files. The goal of this card is to refactor all providers to use a single, shared configuration structure and on-disk representation.
