Containers Common (github.com/containers/common) supports buildah, podman, and other container runtime toolings.  However, its initial purpose has been abused and it has now become restrictive to certain things in Podman, elsewhere.  For example, podman system connections, while we agree it is appropriate for a configuration file, it should not go into the containers.conf file.

Many of the required changes are breaking and therefore we should version bump containers common to v2 (in go and in its own version)
