Our team needs to consider and document EOL policies for PRs and issues.  For example, how long should should a PR be allow to be inactive?  Same for issues.  What about issues that do not have required information.

This spike is to document the policies so we can socialize them amongst the team and then the community.  As a follow-on, another card will be created for implementing some automation of the policies where possible.
