podman: increase event logging and verbosity

      As a system administrator, I want to be able to collect additional information about each Podman event as well as increase the details being reported by the event.  This would be an opt-in approach via a setting in containers.conf. Do we need to ensure that a local containers.conf does not override this option?

      A new style of event will need to be created so that we do not break the current events being logged.

      This is an auditing type of approach.  No enforcement will be required.

      All analysis of the reported events are the responsibility of the users (not Podman).  Podman will report these new events to journald.
