CNI plugins was capable of doing macvlan dhcp use cases.  In order to begin deprecation of CNI plugins, we need feature parity.

This works represents the plumbing for netavark to call the dhcp proxy server and get a leasable address for a container.

This work does NOT include wiring into Podman which will be performed AFTER this card is upstream.
