Create a new catatonit package for RHEL 9.1.0 in the Code Ready Linux Builder (CRB) repository and the equivalent UBI repo.  This will not be done for RHEL 8.7.0.

The upstream package lives here:  https://github.com/openSUSE/catatonit. This is not a replacement for the current podman-catatonit package which will continue to be provided there without any changes.

A "good description" should be added to the new package in CRB to explain the purpose of it

Also, Per @Scott McCarty, a KB article should be written explaining how to use this.
