As a developer, I want a consistent and easy to use RESTful API following the "principle of least surprise".

The current libpod/networks endpoints expose CNI structures directly via the API.

• Structures should be encapsulated/abstracted to protect CNI internal data
• All structures and fields should be commented providing details to API users and developers. Including, any special encoding, value constraints etc.
