Overview:
In the policy criteria wizard, placeholder text in input fields (e.g. "Image name" with "library/nginx") appears too dark, making it hard to tell if a field has actual input or just placeholder text.

Acceptance Criteria:

• [ ] Placeholder text is visually distinct from actual input values
• [ ] Placeholder uses appropriate PF color variable
