During the policy scope feature work, it was identified that editing cluster labels in the UI creates labels that exist only in the ACS database. Since policy scope evaluation relies on labels reported by sensor, these UI only labels would not affect policy behavior and could be misleading.

Therefore cluster labels should be read only in the UI. Labels should instead be added through the cluster configuration (e.g. the CR)
