Goal Summary:

Remove tailwind sections of the ACS UI along with expected deprecations of legacy sections in order to make UI consistent in preparation of the EUS support for ACS 5.2. This feature runs tangental to the existing feature work to deprecate Config Mgmt, Compliance 1.0, VM 1.0.
