• See there is only roxctl and helm install methods described, not operator based installs
• Dig further and find https://docs.redhat.com/en/documentation/red_hat_advanced_cluster_security_for_kubernetes/4.9/html/installing/installing-rhacs-on-red-hat-openshift#general-and-miscellaneous-settings_install-central-config-options-ocp with `egress.ConnectivityPolicy` which allows operator based installs to use offline mode.
