For GKE, *KS and vanilla Kubernetes clusters, default the admission controller webhook timeout to 26+2 seconds

      Openshift control plane mandates a strict 13d webhook timeout. We cannot change that and hence defaulting the timeoutSeconds to 10+2 = 12s on Openshift makes sense.

      We do not need to shortchange the GKE, *KS and vanilla K8s folks and let them enjoy their 30s timeout. This will result in lesser timeout errors when image scanning is taking long or in high load scenarios.
